Local hereby Sign integration setup

Developers can configure local hereby Sign integration with make link-sign-local instead of manually synchronizing environment variables.

DHub stores the Sign provisioning endpoint, Open API endpoint, webhook callback endpoint, and provisioning credentials in its root .env. Previously, developers had to edit these values individually and manually ensure that the ports and credentials matched the hereby-sign repository.

The new command confirms the DHub API, Sign business, and Sign contract ports before deriving the provisioning, Open API, and webhook callback URLs.

Missing or empty variables are added automatically. Existing values require individual confirmation before modification. Credential values are masked, production environment files are rejected, and DRY_RUN=1 reports the planned changes without writing them.

Environment files remain ignored by Git; only the reusable Make target and setup script are committed.
